SK Telecom, Kakao, and KT will ship a free Korean-model chatbot and public agent by December. Retention will depend on how the service compares with tools Koreans already use, and on the compute behind it.

Seoul is paying for nationwide access on Korean models. Operators still have to match tools people already use, and publish who holds the records when an agent files a welfare form.
Free ChatGPT already has 23.45 million Korean users. On August 28 the Ministry of Science and ICT named SK Telecom, Kakao, and KT to take that habit public (Ministry of Science and ICT, 2026; The Korea Herald, 2026).
The service is an uncapped general-purpose chatbot plus a public-service agent. No fee. Korean models for most of the stack. Beta this fall. National launch before December.
Deputy Prime Minister Bae Kyung-hoon called the program “the calculator and computer of the AI era” (Ministry of Science and ICT, 2026). The ministry’s tender numbers explain the hurry. About two-thirds of Koreans have tried AI. Roughly 23 million use generative tools with some regularity. Gemini had 8.45 million Korean users in April and Claude had 2.41 million. About 1.8 million people pay. Most of the installed base sits on free foreign products (Ministry of Science and ICT, 2026).
A third of the country still does not use AI at all.
Seoul is building a front door for Korean models
AI for All is the distribution layer of a separate sovereign-model program. Winning operators must run at least 50 percent of the service on Korean foundation models that meet the ministry’s standards, and at least 30 percent on domestic models built by other Korean companies. Foreign models are allowed only where the ministry calls them minimally necessary, and that slice gets no subsidy (Ministry of Science and ICT, 2026).
SK Telecom says it will lead with A.X K2, a 688-billion-parameter model from the sovereign program, and mix in Upstage Solar Open 2, Motif 3, and LG AI Research’s K-EXAONE 2.0. KT lists its own Mi:dm K Pro 2.5 with Solar Pro 4 and Motif 3. Kakao lists Kanana with EXAONE and K-EXAONE 2.0 (The Korea Times, 2026).
The government will hand the three groups a combined 512 Nvidia B200 GPUs this year and, from 2027 through 2030, cover nationwide operating costs from the national budget. Operators must invent their own revenue models so quality holds after the subsidy becomes the baseline. The ministry cites user prompt data collected while the public service runs as one example of how that revenue could work (Ministry of Science and ICT, 2026).
The utility opens inside three commercial apps
SK Telecom’s consortium wants an agent that takes a request from planning through execution, reachable by app, web, phone, or text, including AI-placed calls into offices that have no digital counter. Kakao will put the chatbot and the booking and payment agents inside KakaoTalk, with a lighter voice service alongside LG Uplus. KT wants one conversation that moves from search to a completed public or commercial task across Daum, its IPTV and telecom channels, and partners such as Musinsa and Zigbang (The Korea Herald, 2026; The Korea Times, 2026).
Phone and SMS are how Seoul reaches older users who are unlikely to install another app. KakaoTalk is how it reaches almost everyone else. Those channels should raise adoption. They also place a civic service inside companies that already hold identity and payments.
Naver declined to bid. The company said it would stay on its own HyperCLOVA X products. Press coverage of the deadline cited the compressed calendar and the rule that a winner must run other Korean companies’ models for a large share of the stack (The Korea Times, 2026).

Operators will need a revenue model after 2027. The ministry has named prompt data as one option.
Access is in the contract. Quality still has to win the installed base.
The ministry framed the program as a way to stop an AI divide from hardening into a social and economic one. Free, uncapped service on phone lines and KakaoTalk reaches people who will never buy a frontier subscription. Operators plan agents that guide taxes and file for benefits so eligible people collect what they already qualify for (The Korea Herald, 2026; Digital Trends, 2026).
The tender can write access into a contract. Outcomes depend on whether the Korean stack is strong enough that users who now pay for ChatGPT, Gemini, or Claude choose the public service for hard tasks as well. Quality on those tasks will decide whether the two tiers stay separate.
Literacy work sits in a separate ministry track. In March the same ministry approved a plan to deliver AI education to 33 million people by 2030, stand up an Our AI Learning platform, and expand AI-focused schools to 2,000 by 2028 (Chosun Biz, 2026). Labor-track training aims at a million people over five years. Civil servants face mandatory AI training, with a target of 20,000 advanced public-sector specialists by 2030 (Asia Economy, 2025; The Korea Herald, 2026).
Those programs can produce a large base of competent users. Specialist research capacity remains a separate build.
512 B200s are the launch compute for a market that already uses foreign chatbots at scale. Free distribution is how Seoul plans to create demand for Korean models. SK Telecom, Kakao, and KT then have to carry civic workloads and set clear rules for prompt records.
Fraud defense sits in another ministry stack
AI for All is an access and sovereignty program. Anti-fraud work already runs elsewhere. The Financial Services Commission’s ASAP platform, shared across about 130 financial firms, said it blocked 66.4 billion won in voice-phishing losses over nine months (Yonhap, 2026). National Police have used a domestic deepfake detector in more than 1,600 investigations this cycle. Election deepfake takedown requests jumped from 388 in the 2024 general election to 10,510 in the 2025 presidential race (Chosun Biz, 2026).
A trusted official agent can be the place a person checks a tax message. The same channel will need identity checks and a way for users to confirm they are in the official service, because a fluent public agent is also a target for impersonation. Those controls belong in the product work that follows the award.
The year-end clock is the design constraint
Agreements are due in September. The ministry wanted a September beta. SK Telecom has planned its own beta for October. Full service remains scheduled before the year closes (The Korea Herald, 2026; TechNode Global, 2026).

The award is a distribution contract with a sovereignty clause. The next measurable facts are latency and task completion on tax and benefit filings, and whether paid ChatGPT sessions in Korea change after the free official agent is live.
